I am very surprised to hear that because I certainly drafted long before the offices were opened on the 17th November a notice which
was, besides being published in the press, Chinese press certainly,
was despatched to every shipping company, boarding house, hotel,
and copies were posted on the railway stations to attract attention
to the fact that if persons entered the Colony after the 17th
December without having our permit in their possession they would be
subject to a great deal of inconvenience.
Perhaps at your convenience you could verify these dates.
I certainly shall I have a whole heap of these notices.
Mr. Drummond & Had the shipping companies received notification to this
effect lon before that date it would have been circulated to all the
coast ports.
